E911 with Microsoft Teams

E911 stands for Enhanced 911. Unlike standard 911, E911 provides the 911 call center with the caller’s phone number and location. Much like the limitations of E911 with cell phones, it is imperative that UC Voice users are aware of the current limitations of E911 and Microsoft Teams.

One of the benefits of Microsoft Teams is that it is portable. UC Voice users can make Teams calls from any location with internet access as long as they also have access to the Microsoft Teams software client and are logged into their account. Needless to say, this benefit can create some serious limitations when it comes to providing proper location information to 911 call centers.

The Internet connection used may not automatically correspond to a specific geographic location; therefore, whoever receives the call may not automatically receive the correct geographical location information. Specifically, 911 calls made over the wireless network on campus may provide less accurate location information.

Software Requirements for E911 with Microsoft Teams

Important Information for Mac Users:

MacOS does not by default expose fine-grained network details to Microsoft Teams, to allow Teams to see relevant network details to determine your location for E911 calls you will need to download Microsoft's LLDP enablement software (external link).

** You are receiving this Terms of Use from Microsoft 365 because you have an account which may be eligible for telephone service from the University of Illinois.  

By participating in the Telephone Service over the Internet at the University of Illinois Urbana-Champaign, I understand and acknowledge the following: 

The telephone service does not automatically provide your physical location when you place a call. If your location can be discovered through your device, a call placed to 911 through the Internet will be directed to the Public Safety Answer Point (PSAP), which will connect you with a 911 operator for immediate assistance. If your location cannot be discovered through your device, your call will be directed to the Emergency Call Relay Center (ECRC), a national answering service where you will have to provide your location. Being routed to the ECRC may lead to a delay in receiving emergency assistance. 

For this reason, accessing emergency services by dialing 911 using the Internet may be limited in the following ways: 

  • A 911 call I place using the Internet may not connect to the correct PSAP for my current physical location. 

  • A 911 call I place using the Internet may improperly ring to the administrative line of the 911 call center, which may not be staffed after hours, or by trained 911 operators. 

  • When making a 911 call, the device may not automatically transmit my phone number and/or location information to the PSAP. 

  • 911 capabilities for calls placed on-campus using the campus network (wired or wireless) will only be available while the campus network is available, and my Internet access is available; I should not rely on the University telephone service to provide 911 access when those services are down. 

  • If the University must remove a device from the network, then both the phone and 911 services of that device will not be available. 

  • An off-campus 911 call I place using the University phone service may be routed to the ECRC rather than the PSAP or may provide an inaccurate location. 

  • If I make a 911 call while connected to a remote access service such as a VPN or Remote Desktop service, my location information may not be provided correctly to the PSAP. 

  • Off-campus calls to 911 should be made with a traditional or cellular phone service.

Failure to accept this acknowledgement will prevent me from accessing the Internet telephone service across any devices.

The Code of Federal Regulations (CFR) (external link) requires the University to obtain and keep a record of affirmative acknowledgment by every subscriber (UC Voice users), both new and existing, of having received and understood the advisory statement provided on the E911 Terms of Use (external link) page. It is required that UC Voice users read the advisory statement about E911 and UC and acknowledge that they have read the statement.
