PROVOST’S COMMUNICATION 10: Guidelines and Procedures for Notice of Nonreappointment for Nontenured Faculty Members and for Denials of Promotion Not Linked to Tenure Decisions

Provost’s Communication 10 outlines procedures to issue a NONR to faculty members. Sections 1 – 8 provide procedural information to issue a NONR to a non-tenured faculty member. Sections 2 and 3 contain critical information about the calendar of events and procedures by academic categories. The appointment categories for tenure-track faculty members are:

  • CATEGORY 1: Assistant Professors in Year 1 of the Probationary Period
  • CATEGORY 2: Assistant Professors in Years 2 – 5 of the Probationary Period
  • CATEGORY 3: Assistant Professors in Year 6 of the Probationary Period
  • CATEGORY 4: Faculty Members with “Q” or “W” Appointments, as Defined by Provost’s Communication 5

Section 9 of Provost’s Communication 10 identifies guidelines about denying a promotion to a tenured faculty member.

PROVOST’S COMMUNICATION 11: Guidelines and Procedures for Notice of Nonreappointment for Academic Professional Employee and Other Members of the Academic Staff

Provost’s Communication 11 outlines who is required to receive a NONR, and procedures to issue a NONR to academic professional employees and non-faculty members of the academic staff. There are 3 reasons to issue a NONR:

  1. BUDGETARY: This is a position-based NONR and applies when funding is no longer available to support the position.
  2. PROGRAMMATIC: This is a position-based NONR and applies when the position is no longer needed.
  3. PERFORMANCE: This is a person-based NONR and applies when an employee’s performance warrants a NONR. Contact IHR-LER@illinois.edu to discuss the required performance improvement steps needed before a performance-based NONR can be pursued.

Section 2 outlines the calendar of events to issue a NONR, and section 3 establishes that an employee’s notice rights are based on:

  1. The length of time the employee has served the university in eligible positions.
  2. The source of funds from which the employee is paid (“hard” v. “soft” funds). Hard funds are state, indirect cost recovery (ICR), most self-supporting, and certain endowment/gift accounts. Soft funds are grants and certain other accounts defined by the Board of Trustees as “soft funds.”

Section 3.3 highlights the length of NONR an employee is due, based upon their source of funds and length of service:

Table titled ‘3.3. Length of Notice of Nonreappointment’ showing required notice periods for academic professional employees. Hard-funded positions require 6 months of notice for under 4 years of service and 12 months for 4 or more years. Soft-funded positions require between 2 and 12 months of notice depending on 0–10 years of eligible service.
