Policy
To ensure the maximum use of the limited parking spaces at the Veterinary Teaching Hospital, parking of all faculty/staff, student, and visitor-operated motor vehicles and motorcycles will be regulated by the UI Parking Department.
In addition to the UI Parking Department rules and regulations, the Hospital Director and approved delegates reserve the right to enforce parking protocols for any VTH and CVM departmental parking lots in violation of rules and regulations. These rules are in effect 24 hours per day, 365 days per year. Any vehicle found in violation will be subject to citations, fines, fees, and vehicle immobilization (booting) and/or towing, without VTH/VCM notice or warning.
All permit holders are responsible for the cost of their permitted spaces and any violation fines or associated fees.

Guidelines
All persons (faculty/staff, extra-help employees, and students) parked in permitted spaces must display a valid permit or be associated via license plate with a valid virtual permit for that assigned parking space. All VTH clients that are utilizing hospital services must be parked in a designated client space.
Faculty/staff members, extra-help employees, or students bringing their animals for appointments may use client parking spaces in the SAC/LAC/VMSC solely for unloading/drop-off, registration/check-in, check-out/pick-up purposes, and if accompanying the animal during the appointment (e.g., primary care) and must return to their designated permitted space to avoid the risk of parking enforcement.
Parking in the Medication Dispensary client spaces is permitted exclusively for prescription-related matters.
Guests, visitors, and contractors (vendors and service personnel) must park in designated spaces and display any visitor hangtag permits, if applicable.
Visitor hangtags or dash permits will be distributed by authorized VTH/VCM delegates, and vehicle information (make, model, color, and license plate number) will be added to the appropriate parking calendar for the necessary date(s). It is the responsibility of the vehicle owner to confirm they are appropriately scheduled in order to avoid being towed.
When parking at a meter, guests, visitors, and contractors are responsible for making appropriate meter payments.

Accessible Parking Space – A designated space for use only by an individual with a valid accessible parking permit, state-issued disability parking placard, or license plate registered in the individual’s name.
Client – Animal owners or their representatives utilizing hospital services. VTH clients are a diverse group including the general public, referring veterinarians, veterinary students and hospital employees.
Departmental Space – A specific space assigned to a specific department in a specific lot. These spaces are reserved 24 hours per day, 7 days per week.
Extra-Help –Temporary employees hired by the university under special provisions provided for by the university Civil Service system rules who do not receive university benefits, and who are limited to working a total of 900 hours, before having to take a 30-day break in service prior to being assigned to another temporary position.
License Plate Recognition (LPR) -- Computer hardware and software system that reads license plate numbers with the purpose of matching parked vehicles to virtual parking permits issued by the Parking Department.
Meter Enforcement -- The hours that the University of Illinois meters are enforced are 7 am - 6 pm Monday-Friday for street meters and 7 am - 5 pm in parking facilities, unless otherwise posted.
Motorcycle -- For enforcement purposes, motorcycles include motorcycles, motor-driven bicycles, mopeds, motor scooters, and similar motorized vehicles.
Park or Parking -- The stationary placement of a motor vehicle or motorcycle whether occupied or not.
Permits -- An authorization issued by the Parking Department for parking a vehicle on campus for a specified length of time. A permit or virtual permit may be issued by the following means:
- Faculty/Staff Permit: The virtual permit available for purchase by an individual who qualifies as Faculty/Staff as described in Section II, Paragraph N or JJ.
- Student Permit: The virtual permit purchased for a 12-month time period by students who are not qualified to purchase a Faculty/Staff permit as described in Section II, Paragraph KK.
- Temporary Permit: Pending availability, a permit available for purchase for a temporary period of time at a specified location. Temporary Permits are non-refundable and not for resale.
- Day Meter Permit: The permit available for purchase by an individual or department for use at any University of Illinois meter, excluding the University of Illinois short-term (30-minute) red meters. To be valid, the permit must have only one month, one day, and one year scratched off. Day Meter Permits are non-refundable, not for resale, and not available for exchange.
- Departmental Meter Permit: The permit paid for with departmental funds allowing a visitor, guest, or departmental employee on a discretionary basis, to use university meters (not to exceed the maximum stay designated on the meter), excluding University of Illinois short-term (30-minute) red meters, without payment to the meter. Departmental Meter Permits may not be purchased for the exclusive use by individual faculty or staff.
- Motorcycle Permit: The permit available for purchase for any vehicle licensed as a motor-driven cycle as described in Section II, paragraph U. - MC (Motorcycle) permit valid only at designated MC lots.
- Accessible Permit: The permit available for purchase by those persons requiring long-term accessible parking and who have a valid state-issued disability parking placard.
Staff – University personnel or personnel from an Approved Allied Agency employed at the Urbana-Champaign campus classified as exempt or non-exempt; union-based, clerical, service, or non-academic classification.
Student – Full-time, part-time, daytime, evening and weekend University of Illinois students or students of any other institutions leasing land or facilities on the Urbana-Champaign campus.
University Parking Facilities – All University of Illinois Urbana-Champaign campus-administered facilities including parking structures, parking decks, parking lots, university-owned streets, alleys, service access roads, and drives where parking is permitted or prohibited.
Vehicles – Automobiles, trucks, motorcycles, mopeds, motor scooters, recreational vehicles, and other similar conveyances including those that are leased or rented.
Vendors and Service Personnel -- A contractor who frequently parks on campus but is not considered a contractor in the sense that they have neither been retained to perform services as a part of a capital construction project, nor contracted to operate their business from a rented facility on campus.
Virtual Permit – In place of issuing a hangtag, the license plate of any parked vehicle may be scanned via License Plate Recognition (LPR) technology to determine if a valid permit is associated with that vehicle at the location in which it is parked.
Visitors – Any individual other than faculty/staff or student who visits a facility administered by the university or an Approved Allied Agency while driving a vehicle or parking on campus.
Veterinary Teaching Hospital (VTH) – The collective clinical services of the Large Animal Clinic, Midwest Equine, the Small Animal Clinic, and the Veterinary Medicine South Clinic.
