Webstore, Microsoft Volume License Office / Windows not genuine and has expired message

Why does the Microsoft Office or Windows that I received under the Campus Agreement say that it is not genuine and has expired?

 
For University-owned computers that are not directly connected to the campus network, you will need to first connect to the VPN service for your campus and then run the activate.bat file found under your order history on the WebStore. In both cases, you must right-click on the file and select "Run as administrator" if that option exists. You will need to connect to the VPN service occasionally, typically every couple of months, to allow your computer to refresh its activated status automatically.

This applies the Volume License version of Office and Windows, not Office 365.
