Email, Spam Control, Digest, Forbidden Error when attempting to modify options

Spam Control digest messages contain a list of "one time" password links to manage your settings.  If after clicking on a link you see an error message that states your access is forbidden:

1.  The links are generated on a daily basis so old email links become invalid.  So, ensure that the Spam Control digest is recent and not an older digest.

2.  Have the user generate a new digest to ensure they have current 'active' links.
