Fixing MS Access External Resource to Oracle Database error ORA-01406

If you receive the ORA-01406 error while connecting from MS Access, there are two recommended solutions:
  1. Increase the ODBC Oracle driver fetch buffer cache size
  2. Switch to the Microsoft Oracle driver
