Policy
Veterinarians practicing within the Veterinary Teaching Hospital (VTH) are exempted from IL state licensure by the Illinois Department of Financial and Professional Regulation (IDFPR). However, this licensure exemption does not extend to other states. Therefore, veterinarians practicing on behalf of the VTH in any other state must hold a current veterinary license with that state. This only applies if the veterinarian is physically in the other state while practicing veterinary medicine. This does not apply to treating patients that have been brought to the VTH from other states.
Guidelines
If a VTH clinician is practicing veterinary medicine outside of the state of IL, that clinician must hold a current veterinary license with each state in which they practice in.
Procedure (if applicable)
- Each VTH clinician must evaluate their roles and their service operations to determine if they will potentially need to travel to another state to treat patients.
a. This will most likely apply to services with ambulatory activities and those with contracts with specialty groups (e.g., rescues located in other states). -
If the potential for out of state practice exists, the clinician needs to pursue licensure in states they may practice in. Licensure expenses will be covered by the VTH if all receipts are submitted following appropriate processes. A license must be obtained before practicing in the non-IL state and renewed as needed if the out of state practice continues.

Once the license is obtained or renewed, a copy should be provided to the VTH Administration Office.
Definitions (if applicable)
Illinois Department of Financial and Professional Regulation (IDFPR) – The IL department under which veterinary licensure and the practice act is maintained.
Veterinary Practice – Practice of veterinary medicine means to diagnose, prognose, treat, correct, change, alleviate, or prevent animal disease, illness, pain, deformity, defect, injury, or other physical, dental, or mental conditions by any method or mode.
Veterinary Teaching Hospital (VTH): The collective clinical services of the Large Animal Clinic, Midwest Equine, the Small Animal Clinic, and the Veterinary Medicine South Clinic.
